A three-storey Victorian conversion in Bristol needed one stairwell light controlled from the ground floor, the first-floor landing and the second-floor landing. Two two-way switches can't do that job on their own, no matter how the wiring's arranged.
An intermediate switch adds extra control points to a lighting circuit beyond the two a standard two-way setup allows. It has 4 terminals instead of a two-way switch's 3, and must be wired between the two end two-way switches, never at either end. One intermediate switch gives 3 control points; each extra one adds one more.
What's Actually Different About an Intermediate Switch?
A standard one-way switch has 2 terminals. A two-way switch, used in pairs for a landing light controlled from top and bottom of stairs, has 3 terminals: common (COM), L1 and L2. An intermediate switch has 4 terminals and works differently again: it doesn't have a common terminal at all. Instead it crosses or straightens the two strapping wires running between the two two-way switches, depending on its position, which is what lets a third control point actually change the light's state.
The confusion trade buyers run into most is assuming an intermediate switch can replace a two-way switch, or be used on its own. It can't. It only works as an addition inserted into an existing two-way circuit, between the two two-way switches at either end.
Where Does the Intermediate Switch Go in the Circuit?
Always in the middle, never at either end. The two end positions of the run must always be standard two-way switches. Every additional control point beyond those two is an intermediate switch, wired in the strapping wires between them. Get this the wrong way round, an intermediate switch fitted at an end position instead of a two-way switch, and the circuit won't work at all.

This is a genuine trade opinion rather than a spec difference: match the intermediate switch's finish and range to the two-way switches either side of it on the same run. A mismatched finish on the middle switch of three is one of the most visible snagging complaints on a stairwell job, precisely because all three switches sit on the same visual sightline as someone climbs the stairs.

In theory there's no hard limit under BS 7671 on the number of intermediate switches you can add to a run, provided the cable run and strapping wiring is sized and installed correctly. In practice, most domestic jobs top out at 3 to 4 control points: a stairwell with 2 landings, or a long corridor with entrances at each end and one or two doorways in between. Beyond that, the wiring gets genuinely complex to fault-find, and some installers switch to a smart lighting system with a wireless relay instead of chasing more physical strapping wires through walls.
